  Hi there, if you no longer have a website here on WordPressdotcom with a paid upgrade, which you should be able to see at your Manage Purchases dashboard https://wordpress.com/me/purchases you should be able to delete your account.

  Have you tried following the instructions at https://en.support.wordpress.com/close-account/
