I currently have 2 accounts under the same email address/username. This is because I created an account for a blog site which I didn’t get around to creating because I have commissioned a Web dev co. to create a website instead. I need to delete the one I created first as I don’t need it anymore.

We only allow 1 account per email address, so that’s not possible.
What is the URL of the site on the other account you’re trying to close?

The URL for the account I want to close is greenmuseumdesign.com. Though this URL is connected to my 3leggedduck.co.uk site too in particular the blog page.
The only way I can currently access my account for 3leggedduck.co.uk (which is the one created by the web dev co.) is via a link emailed to me by Word Press re administration rights being handed over from the web dev co.
Greenmuseumdesign.com related WP account is accessed via the regular sign in route.

Those sites are not hosted by us (WordPress.com). They’re using the open-source WordPress software and they’re hosted by NameCheap. Therefore, you need to contact them regarding your issue.
We’re only able to provide support for WordPress websites that are hosted by us. For help with those sites you can also ask over at the WordPress.org forums:
