I did!
The instructions tell me to Cancel Purchases first. I have nothing listed in the Purchases tab of Manage Purchases.
When I click the Close Your Account Permanently link at the bottom of the Account Settings page, it opens a page that tells me “To close this account now, contact our support team.”
When I click on that, it takes me to a page to submit a request to the Forums.
What did I do incorrectly?

I had to downgrade your site from the attached business plan. Try to close again and let me know if you still have trouble.
