  You can and must manage your purchases and refunds yourself as described at https://wordpress.com/support/refunds/.

  We have no history of purchases, transactions, or billing activity of any kind under the account you’re currently logged into.

  I only see a site connected to your WordPress.com account that’s hosted by Bluehost. So, most likely, you need to get in touch with Bluehost regarding that refund.
