Closing Account or just change it?

Years ago I started a blog but want to get going again. However, I want it to be somethign completely different. Should I just change the one I have or delete it and start over?

That is completely up to you.
You can change the address of your existing site at any time as explained here:

We’re also happy to help you delete all content currently on your site:

However, if you want to start with a completely clean slate, with the site stats also back to zero and no existing followers on the site, you’ll instead want to create a completely new site at https://wordpress.com/start/site/
If you want to also refresh your identity, I’d recommend just changing your profile picture, display name, and optionally username, rather than entirely deleting your account and creating a new one:
