I want to create a new account that lets me co-blog with someone else. I don’t want them to have access to my own blog on that account. Can I start a new blog with that account or should I start a whole new account?

They open their own account – no need for a blog –

You can then make the new blog (use your existing account) – then invite your friend to the new blog – they only have access to a blog you give them access to – they can’t see any other blog you might have unless you invite them into that blog

Okay, they already also have a wordpress account. How do I invite them?

If you’d like to invite others to publish posts or help approve comments on your blog, you can invite them to be a Contributor, Editor, or Author on your blog by following this guide. http://en.support.wordpress.com/adding-users/
