  If I upgrade my plan to Premium or Personal would my viewers or followers be able to comment and like without signing up for WordPress?

  Hi there, you don’t need to upgrade your WPcom site to allow people to comment. Here’s how you can allow commenting, which should be enabled by default:

  There are several settings on your site’s Discussion settings page that help you make sure the person posting is who they say they are. This is a great help in deterring spam comments.

  However, being able to Like a post or page is a feature unique to WPcom users, so it is available only to visitors who are logged in to their WPcom account. No upgrade will change that. https://en.support.wordpress.com/likes/
