  Typically, when you leave a comment on another WordPress site, it is held for “moderation” by default.

  In that scenario, when you leave a comment, it appears on the site, but this is usually a preview and is not yet public. That is why your comment is not always there if you return to the site before your comment is approved by the site owner. The “comment preview” is not persistent and will disappear the next time you visit.
