I am not able to get access to my https://livingthequestion.wordpress.com website because I have a plugin with a Parse error.
I am not able to access my plugins to deactivate the one in question. Nor do I have access to the file manager or the FTP in order to fix the problem from there.

https://livingthequestion.wordpress.com/ is a free WordPress.com site, so it can’t use plugins, and there are no parse errors there.
Were you referring to https://livingthequestion.org/ ? If so, that is a self-hosted WordPress.org site, hosted with GoDaddy, which we really can’t help with here.
To clear up any confusion, WordPress.com and WordPress.org are two different entities: https://wordpress.com/support/com-vs-org/
WordPress.org has complete documentation for self-hosted/installed versions of WordPress.org at https://wordpress.org/support/ and support at https://wordpress.org/support/forums/
Your hosting provider’s support may also be able to assist, or at the very least assist with establishing FTP access.
