Hi there, if you’ve registered a free website on WordPress.com, it will remain free unless you need to upgrade to add a custom domain, add storage space or remove advertising from your site, etc. The pricing page shows a comparison of each plan https://wordpress.com/pricing/
And, while text entries do not count against your storage space, media does, so make sure to resize and optimize your images before you upload them to your WordPress.com site. If you are referring to the free and open-source WordPress software, that is completely free to download and use on 3rd party hosting. In this case, you’ll need to pay for your web hosting.
