Connection reset?

Hello, I have a quick question I am new to WordPress and want to start creating. However, I am unable to do so because of some technical issues I am experiencing. When I install it locally everything is fine I login and everything works. When I uninstall all the default plugins, trash the 1st post and pages. I install starter themes and install the theme I want and when that’s done it ceases to work I get a long load time and and error message saying the connection was reset… Any knowledge on this topic and help?
