contact an abaondoned blog owner or claim an abandoned blog?

  If someone has claimed a wordpress site but has not updated it in more than a decade how do i contact them or ask wordpress if I can claim the url?

  The blog I need help with is: (visible only to logged in users)

  WordPress.com staff don’t move sites to different accounts. The fact that a site hasn’t been updated for years makes no difference. I have an old empty site once used for testing purposes. I may or may not use it again but I would be mightily annoyed if WordPress.com gave it to someone else because they fancied the address.
  If there is a contact page or anywhere you can leave a comment on the old site there is always the chance in a million that they still use the same email address and that the owner of the site sees your message and agrees to give you the site.
