Copies of WordPress sites for development purposes

This is complicated. A government contractor has a contract with DOE for doing their IT work. This contractor (the individual’s name that’s done the work is David) has created a WordPress website WITHIN this government server, for our International Society. There is no more money within the contractor organization for continued development of this WordPress website and it’s not complete. I work for a another government organization (DOC) and have time to work on this WordPress website. However, David has found out that legally, his organization can’t make me an administrator of the WordPress website for the DOE IT system. Is there a way for the David to clone or copy his wordpress site, send it to me, let me work on it, then and then send it back to him so he can update the website with my changes. We will probably need to go back and forth several times. Help!

Legally within the bounds of what WordPress allows, or by the law? I can’t speak to what’s legal outside WordPress and what isn’t.
I can say though there are several plugins available to help you clone a site. All in one migration comes to mind, but there are others.
Can you confirm whether the site is hosted here on our servers though? It sounds like it’s hosted internally, in which case you’d want to use https://wordpress.org/support/forums/ instead of our forums for free sites hosted here.
