Copying my Website

Ive been noticing a IP address from India visiting my site. Then i noticed their referral site- https://dev.chefmates.com/# Literally copying my site. Code, design, forms and all. Some buttons even link to my site. They’re now using Site Sucker to download the site. Is there a way for WP to combat this?

As neither your site nor the offending site are hosted with WordPress.com, I’m afraid we are unable to assist with this situation.
Both your site and the offending site are using the open-source WordPress software (from WordPress.org) but are hosted with another webhost.
We’re only able to provide support for WordPress websites that are hosted by us here at WordPress.com. For help with a WordPress site hosted elsewhere you’ll need to ask over at the WordPress.org forums:

But in a situation such as this, your best bet may be to contact an intellectual property lawyer.
