Corrupted WordPress?

Hello, I am trying to upload a new theme to a website. The website is very old and there are parts of it that are broken. I’ve deleted the old theme and activated the Twenty Fourteen theme so that I can upload a new theme and create things with that, however WordPress won’t allow me to upload the theme. It keeps saying it can’t find wp-content/uploads/2019/05. I also am unable to upload any plugins. I have worked with other WordPress websites before, but I’ve never had this happen to me. What would be the best course of action moving forward?
