  I need to know the cost for either moving a domain name or mapping a domain? And I also want to build a website for free, can that be done?

  Hello,
  Yes, you can build your website for free with the free plan, which is free forever.
  Domain transfer and mapping are included in paid plans such as Personal or Premium;
  However, If you want to keep the free plan and map a custom domain to your website you can add a domain mapping subscription: https://en.support.wordpress.com/domains/map-existing-domain/#steps-for-mapping-a-domain , domain transfer is available to paid plans only.

  You also have the option to change the address pf your website (for example, if your blog has the address smile.wordpress.com you can change the “smile” part of your website to be “mybestsmile wordpress.com”), for free, you can do it by following the procedure here: https://en.support.wordpress.com/changing-site-address/

  Do note that once you change the “example” part of example.wordpress.com, the old address will stop working. Visitors will not be redirected to your new site address, unless you add a Site Redirect upgrade. The old address will not be available for use again.
