Could someone else's older inactive blog be changed/removed?

  There is an older inactive blog (that seems to have been created in 2009 but has zero content in it – the site was created and that was it) with a similar title to one I have just created. (mothersmanifesto.wordpress.com is the URL I’m referring to)

  Is there a way (besides comments) to contact the creator of this blog? Does wordpress ever remove older, unused blogs?
