Could you reclaim a blogname already claimed but not used since 2006?

  A never used blogname: I tried to start a new blog with the name bemind.wordpress.com (or would actually like to make it bemind.com or org) but someone has claimed it in 2006 yet never done anything at all since, it’s just an example page from wordpress. In case it’s from a spammer e.g. I thought it might be possible to perhaps reclaim it? I don’t know if you can see if that’s the case here, but bemind is a Dutch word and the site is partly with russian letters. As I’d like to start a small business with the name, I wanted to at least try to see if there’s a chance in this case to reclaim. Thank you in advance for your response,

  If the blogname belongs to someone else, you can’t use it.

  That is obvious yes, but I read something about wordpress reclaiming blognames sometimes e.g. if they’ve been taken by spammers. This seemed like a possibility here. But anyway, thanks for you answer, I’ll have to find another solution.
