Cover Block Fixed Background

  I cannot get a fixed background on a cover block to stay fixed. I’ve tried multiple themes (e.g., Twenty Twenty-Two, Three, & Four, Hello FSE) and even tried on WordPress.com and my own locally hosted sites. Nothing. What could possibly be preventing the parallax effect from working?
