  I want to install the COVID19 banner on the blog without upgrading my account from the free account.

  Hi there!

  What banner exactly are you trying to add? If it’s a plugin, you will not be able to add it on plans lower than business.
  If it’s a widget of some kind, it would depend on the code it’s using.
  If you can tell us more details, we’ll be able to advise better.
