Creating a new tab/page with links in the drop menu

I have recently taken over the school website. How I am not familiar with WordPress. I need to add a new page/tab. Within that tab/page, I need to add subcategory links. I have created the information I need to add within each subcategory to make it easier to copy and paste. I have searched the support forums, and it was confusing finding what I needed.

Hello, I’m sorry to hear that you are having trouble with your website. However, your site is not hosted with WordPress.com. It is a site using the open-source WordPress software (from WordPress.org) but hosted with 1&1.
To clear up any confusion, WordPress.com and WordPress.org are two different entities: https://wordpress.com/support/com-vs-org/
