Creating a sandbox to play building my new site, but not publish.

I bought a wordpress compatible template for my new website and would like to upload it to my WordPress account so the designer can create the site. How do I upload it? I have my blog as one account and added a second site to upload it to. I may not host the finished design on WordPress. I have not made up my mind yet. At this time, I just want to create a work platform to create the site.

Here at WordPress.com you’ll need the Business plan to upload a theme purchased elsewhere. You may want to discuss the pros and cons of the two different WordPresses with your Designer:
