Creating a static page

  I’m trying to create a static page and am using word press to see how but one step says I have to click on my reading panel in my setting but I can’t find that panel. It says it will only show up if I have one or more pages and I do. I don’t know what else to do.

  The blog I need help with is: (visible only to logged in users)

  I don’t know where the “reading panel” is either, and have never heard of it in eight years with WordPress.com. In what document do you find that instruction? All you need is the Create a New Page section of the Pages support page.
