  If one does not have a lap top at the moment to down load WordPress software, can a WordPress Blog be created by phone?

  This is WordPress.com. You don’t download software here. You just create a Bog or even a Blog or a Website if you prefer, on the WordPress.com servers. Now we are in the C21st you can do that with a smartphone.
