Creating Menus Issues

Hello,
I am a new wordpress user and I am having problems creating my menu. I would like to have a main bottom header menu with 4 categories. I created a menu name and i tried adding existing blog posts and pages. However, when I add these pages/blogs, each individual blog/page show up as the bottom header menu not under one menu (so I have more than 4 categories). For instance my menu name is “local” and I would like my pages/blogs to show up when I click on it but “local” is not showing up on the menu. Could you please help me? Sorry if this is confusing.

I ended up creating my primary menu: local, national, features, opinion. As these pages used to create my primary menu won’t have any content on them as they are the categories of what I will be posting about, is it possible for me to add other pages that have content on these pre-existing pages? I don’t want to create drop down sub-menus. I want to just be able to click on “local” or “national” and be able to see the different postings – blogs & pages under it when I scroll down on the webpage
