  I paid for the Custom Design upgrade but there is still only a very limited choice. Is there anyway I can access HTML to change <div> sizes for example? Or the width of a page.

  You can make CSS customizations through the CSS panel in your Customizer! However, we can’t allow you to make changes to the underlying theme’s files as that would affect the theme for everyone who uses it here at WordPress.com.
