  is there a way to create a custom page that lists all categories with links?

  The Archives shortcode doesn’t have a sort by category option, but it will give you a list of all your posts by date and/or by individual post.

  Some themes here have an archive or sitemap template, and some of those templates will list categories in addition to the month/year archive links.

  Bueno and Inuit Types have the sitemap templates which offer the best coverage.
