Custom Theme with Editable Blocks

I have edited the default page to include a header and footer. I would also like to add any one of the blocks – for instance, let’s say a paragraph – to each page – but I would like that paragraph to be editable on the page view. My issues now: 1. If I add the block to the template, it shows on the preview, but does not show on the page edit view. 2. Even if I add any block to that specific page, in the edit view, the only thing that is showing is the header, paragraph with the default copy and the footer.

Are you able to confirm the URL of the site you’re working on please?
The reason being is that it sounds like you’re using the Site Editor, but I can’t see that’s the case with: partytownamerica.wordpress.com

The site i’m working on is local.
I’ve created a new theme – inside of index.html i can add my header and footer files that are listed parts. Those don’t show up when I create a new page with the default theme, which is fine, but when I add a block to a new page ( say a paragraph ) in the editor ( not the beta which publishes for every page without being seen on the original editor side ), it doesn’t show when published.Do blocks in a new theme not come standard?
Do I have to create a plugin even though it’s the default theme to be able to use the core blocks and have them show on a new page? -

As the theme is custom built and the site is not hosted with WordPress.com, our support with this is quite limited.
If you’re using Gutenberg and the latest version of WordPress, everything should be included.
I’d recommend checking out this guide here: https://make.wordpress.org/test/handbook/full-site-editing-outreach-experiment/how-to-test-fse/ with regards on how to approach building the theme.
