trying to map existing domain I own to a blog site and it says i have to upgrade to premium for $129 annually while this page seems to suggest it’s doable for a lot less. https://en.support.wordpress.com/domains/ can you help me out?

As it explains on the page you have linked to, using a custom domain requires that you have a WordPress.com plan:
Adding a domain to your site (either registering a new domain or mapping one you already own) requires a WordPress.com plan. Each plan comes with one free domain credit. However, you can setup additional domains on the same site as add-on upgrades.
The $13/18 prices listed are for addition additional domains on that site once you already have a plan (and your first domain that is included with the plan).
However, the good news is that the WordPress.com Personal plan is much less expensive than the WordPress.com Premium plan and may be just what you are looking for:

There are a few older accounts that are grandfathered into a previous pricing structure. However, generally, domains are no longer available for purchase or mapping individually. They are included with the WordPress.com Personal, Premium, or Business plans:

A great way to go if you are not interested in WordPress.com plan is to look into setting up a self-hosted WordPress.org site through a hosting provider such as Bluehost, GoDaddy, or Pressable.
