Will my site on wordpress.com support the following customizations. Currently I have the free membership, but if I pay for the upgrade, can I implement the following designs simply by purchasing; without needing a developer with knowledge of CSS to add this design?

If you wish to have complete control over a blog, the ability to upload themes and plugins, and to edit themes and templates then your option is to hire a web host and get a free software install from WordPress.ORG and self host it.
