customize fee for EACH blog I have????

  I thought the customization I purchased for the year covered any blogs I started under my single wordpress account. Instead when I go to customize a new blog, it tells me I need to upgrade. The upgrade isn’t spectacular in the first place but I cringe at the thought that if I want custom fonts and colors I have to pay $30 PER blog I have with you. Is this true?? When I registered for the upgrade i don’t recall seeing anything about having to pay $30 per blog for the use of colors and fonts.

  Yes, all of the WordPress.com upgrades are per-blog and per-year. http://en.support.wordpress.com/custom-design/
