Customizing themes not available, says upgrade to business plan

I have been using WP since 2013 and have always used/customized themes. However, now the themes have disappeared and I am not allowed to install the themes. I am told to upgrade to the business plan. How can I get back to the themes that I had, because now the site looks dreary and boring? No, I don’t want to upgrade. Thanks.

You’ll need a paid Business or eCommerce Plan to use third-party themes: https://wordpress.com/support/themes/uploading-setting-up-custom-themes/
This is new as of a few years ago, but prior to that, you could not use third-party themes here.
With that said, we do have hundred of themes available, no paid plan required: https://wordpress.com/themes
