It looks like a WordPress.com Business plan has been cancelled, but is yet to be downgraded fully.
In order to downgrade your site, we must revert it back to the point when you installed your first plugin or custom theme.
Your site’s content, theme, and customizations, such as widgets and menus, will return to the state they were before upgrading to the business plan. This process will also remove all plugins and custom themes, as well as any content added through them, and you will no longer be able to add plugins or custom themes to this site unless you upgrade again in the future.
Please let us know if you would like to proceed with this process and whether you would like to preserve any content added while on the Business plan.
