I created a blog example123.wordpress.com and then I realized that I can’t create a new account with the username example123. If I delete the blog, would I be able to create an account with that name?

No you won’t and by deleting the blog example123.wordpress.com, you would lock that domain for any further use.
You can change your username or your display name to whatever you want as long that name isn’t or hasn’t been registered already.
