Delete old website with no access

  How do I gain access to an old account or get someone to delete an old website? I no longer have access to the email account used, and I’ve never purchased anything for the site – which makes it impossible for me to fill out the Account recovery Form. However, on the website I have my phone number and another email adress listed. Can someone please help me get the website deleted.
