Is there a phone number where I can call WordPress to discuss support to help build my site? And support to understand hosting, plug ins, blog page, etc?

With a free plan this forum is where you ask your questions. There is no telephone support at WordPress.com but an upgraded plan gives you access to Livechat support. A Business plan would be necessary if you wish to upload your own plugins.
