Desktop Preview Page Width is table size

  When I am composing a post or page and click ‘Preview’ in a new tab, AND when I am using theme customizer and select the Desktop ‘Preview’, the size looks like it’s tablet size, not desktop. When I change themes from Neve to TwentySeventeen, the problem persists. I have already cleared cache, cleared browser cache.
