  I found a theme on Envanto Market that I would like to use for my website.
  I have experience in the back end of wordpress – updating and managing content, but only after the site has been built.
  Is it necessary to hire a developer to build the website off of a theme or are themes easily uploaded?

  This is WordPress.com. Themes that are not found at https://wordpress.com/themes and are primarily designed for the WordPress.org software can only be used here by upgrading to the Business plan. Before you get too far along perhaps you should read this:

  Hi there, all support on WordPressdotcom is by online means, via Live Chat or email if you have an upgrade plan or here in the community forums for free-hosted sites.

  WordPressdotcom is essentially a DIY platform for creating your website with lots of video tutorials and support guides and the forums/support to help along the way. If you need a developer to build a customized website for you, then finding hosting and setting up the WordPress software on a 3rd party site, such as Bluehost or Dreamhost, is probably the more suitable option for you.
