Developing a mock-up before publishing

A friend wants to work on a mock-up of a site for a school project before commiting to publishing it – can that be done within WordPress?

Not exactly. You can’t mockup the live site, unless you don’t mind working on a live site of course, but you can just register a second blog on your account for design purposes, then move the changes over to the main blog when you’re done.
