Different functionality of CMS

Hi there,
I have a problem.I am Administrator of two separate blogs on WordPress.
One of them is with a mapping domain and was created not by me. I was just added with administrative Role later on. In the same time I am owner of another blog, which I created and still have administrative Role.
The problem is that CMS of these two blogs have different functions.
For example, in the first case I don’t see such menu items as Settings -> Sharing. I can’t add avatars on the General Settings page and etc.
While on the blog I am owner of all these functions are available.
If I try to get the page Settings -> Sharing with a direct link, I see only a blank page with text: “You do not have sufficient permissions to access this page.”
What is wrong with the blog upgraded to a mapping domain, which was created not by me. What should I do in order to be available to make changes by Settings -> Sharing etc?

The first blog URL you posted above is for a WordPress.org install. Go to the footer and locate this link and click it “Proudly powered by WordPress” I’m sorry but we cannot help you here at WordPress.com with that site as it’s not being hosted by WordPress.com and we run on different software. This is the correct forum for your software http://wordpress.ORG/support/ If you have not registered a WordPress.org username account yet you can do so on the top right hand corner of the page I just linked to so you can post to those support forums.
