  My wordpress interface does not offer me the ability to use the dashboard like what I am on is different to the tutorials of how to build a site I’ve seen. Can’t install my plugin or anything like that.

  You probably have been watching tutorials for a website using the open source wordpress.org which is a bit different from wordpress.com. To learn using wordpress.com, https://wordpress.com/learn/.
  You can’t install plugins on a free wordpress.com platform, nor can you upload third party themes. To do so you must upgrade to the Business Plan.
