  My dashboard does not look the way it should and does not give me the option for discussion settings.

  The blog I need help with is: (visible only to logged in users)

  Define how it should look. And tell us if you’re the only admin of that blog.

  The fact that your user ID here is not linked to the site in your post indicates you may be logged in under a different ID than the owner/Admin.
