Dispute

I’m not able to access my site. WordPress have emailed me telling me that there is a dispute with my payment provider and there is a Charge Back fee. There is no dispute with my bank nor PayPal so I’d like some assistance in restoring my site and upgrade, without having to pay for this fine which is completely unreasonable considering I was not told the upgrade was due for renewal and I have now paid the £15 for the upgrade (on the same day the renewal was due!).
Please help! :(
