Do I need the €240 Business Plan?

Is this expensive yearly plan required if I wish to set up an eCommerce website with a premium 3rd party eCommerce theme from Themeforest, and a Woo commerce plugin for use with Skrill?
The blog I need help with is: (visible only to logged in users)

You cannot set up woocommerce or use a themeforest theme on any blog hosted by WordPress.COM. So be clear on that please.

Note that the free plan and the Premium plan do not allow you to upload your own themes or plugins. WordPress.org offers free software that you can install on a web server. You can upload and install themes and plugins, run ads, conduct ecommerce and edit the database. Learn about the differences here. http://support.wordpress.com/com-vs-org/

To confirm: If I install WordPress and host it myself I can use themes and plugins including commerce plugins such as woo commerce without having to spend €240 a year on the business plan?

IT will be a minimum cost of about $120 a year, assuming you’ve already got professional photos of your items and can handle the writing yourself.
