Do we get the dashboard option only in paid plans?

  I have the free blog so I can’t see the dashboard option anywhere to change the css style sheet options for the blog title font size. Is it possible to change this in the free blog ? Or do I need to upgrade?

  Some themes might allow font size changes of certain elements, but in general CSS customization requires an upgrade to either the Premium or Business plan. See the WordPress.com Plans page, and the following support pages:

  Also is it possible to get a two line tagline in the blog header in the free blog plan ?
  Or as I suspect that would also need the upgrade to make changes directly in the code ?

  This option might be available on certain themes, but I don’t recall any. If the option is not clearly offered at Customize > Site Identity, then it would require CSS customization, available only with a paid upgrade.
