  I try to upgrade my site but it didn’t work because when I pay with my debit card, it failed. It said that the transaction was decline. I have went to the Bank to ask about it they said their system rejected the transaction due to my safety.
  What should I do?

  Aside from using a major credit card/ATM card, the other primary option you can use is to pay with funds from your PayPal account. https://wordpress.com/support/payment/#payments-using-a-pay-pal-account

  You can also try using a “prepaid” credit card as well.
