Document Outline does not do as it used to

I am new to WordPress but when I first started using the Document Outline to display my test site structure, it used to let me see the structure, as in title, headings, paragraph etc, but when clicked on the one I wanted to edit from the drop down menu it would take me to that block. I fiddled with the menus and now I can see the structure but not use the blocks displayed in the menu to navigate to them and edit them. ? Which it used to
Also after adding a un order list block this is not showing as part of structure?
