does a premium upgrade let others post new topics?

  I want a more private website for just a few trusted, well screened friends, so we can each post a new post, and that we can enjoy a forum type back and forth too. I already have a free wordpress blog, but want to know if a premium upgrade would include my 2 extra needs for a safe website?

  The blog I need help with is: (visible only to logged in users)

  So, there is no “forum” feature available for WordPress.com sites. You might take a look at the P2 theme:

  http://theme.wordpress.com/themes/p2/

  It is more based around comment discussion and interaction than a standard blog style theme.

  For the rest of it however, you do not have to pay anything. You simply need to set your site to be “private” and invite your friends to join:

  http://en.support.wordpress.com/settings/privacy-settings/

  http://en.support.wordpress.com/adding-users/
