  I have registered name by chocopinch.com again its asking to register and pay the amount?

  That domain isn’t hosted here at WordPress.com. You purchased it from GoDaddy. The front page of that address gives a link explaining how to set up a site there. If however you wish to use that domain here at WordPress.com then a paid plan will need to be purchased to allow you to map that custom domain to a WordPress.com site.
