I want to delete my account and cancel my domains. Please send me whatever I need to close my WordPress account, and terminate 19125Parents.net and 19125Parents.org.

I can help with that. However, there is an issue. The account you that you are posting form is not the owner of those domains. You will need to gain access to the owning account in order to request cancellation. As I am sure you can understand, we cannot cancel a domain if the user owning it does not make the request.
Could you have had a second WordPress.com account?

This answer is unsatisfactory. Terminating the domains is not the main problem. I want to delete the 19125Parents WordPress site, yet when I try to delete the site I get a notice “Warning! You cannot delete a site if it has a domain registration upgrade because you need access to the site in order to get to the domain manager.” Yet the “domain manager” doesn’t show any clear path to delete or transfer a domain.

Let’s take the domains one at a time. I own the .org domain through Media Temple. I changed the DNS records so the domain no longer points to WordPress. How do I delete this from the list of “My Domains” in WordPress?

That is because you are not logging in with the account that owns the upgrades. The domain registration itself (in the case of 19125parents.net) or the mapping upgrade (in the case of 19125Parents.org). For obvious security and legal reasons, if you are not the owner of an upgrade, you cannot make any changes to it.
Could you have had a second WordPress.com account at any time in the past? Could 19125parents.wordpress.com have been started by another WordPress.com account and transferred to you at some point?

I may have used a jorge19125 username, but that doesn’t explain why I can see the 19125parents account under my jsantana username. If I can see it under my jsantana username, then doesn’t this mean that is the account under which I set it all up?

I found an email from 9/3/13 from someone at WordPress named Kris. WordPress #1628632 request.
I asked Kris at WordPress to change my account info from (email visible only to moderators and staff) to (email visible only to moderators and staff). That’s why everything should be manageable through the latter email and jsantana username.

I’m having the same problem now that I had then. WordPress is not POP forwarding the emails from (email visible only to moderators and staff) to (email visible only to moderators and staff), so it is actually impossible for me to access WordPress any other way than through my jsantana account.

I’m not seeing any MX records set up for 19125parents.org, so that is probably why the emails were not getting through.
However, since you have 19125parents.org registered elsewhere, you should be able to get (email visible only to moderators and staff) set up to receive email again now that you have changed the nameservers away from WordPress.com. Your registrar should be able to help you with that.
